The International Cooperation and Exchange Center is the centralized management and service department for the university's foreign exchange work. Its main responsibilities include:
1. Implement the guidelines, policies and regulations of the Party and the state on foreign affairs work, formulate the university's foreign affairs management systems and development plans in light of the university's development reality, and organize their implementation; be responsible for the standardized management of foreign affairs documents, letters and relevant materials, and do a good job in classification, filing, inspection and registration; undertake foreign affairs publicity, confidentiality and related foreign affairs security work, build a solid safety line for foreign affairs work, and create a good atmosphere for foreign exchanges.
2. Coordinate and promote exchanges and cooperation between the university and foreign universities, scientific research institutions, enterprises as well as Hong Kong, Macao and Taiwan regions, build a diversified foreign cooperation platform, expand cooperation fields and deepen the connotation of cooperation; support and assist secondary colleges in carrying out various foreign exchange work, and provide professional guidance and service guarantees; be responsible for developing channels for the introduction of foreign intelligence and expanding overseas cooperation resources to accurately connect with high-quality cooperation resources; be responsible for the reception, liaison and overall management of overseas delegations during their visit to the university, standardize the reception process, improve the reception quality, and show the good image of the university.
3. Be responsible for planning, formulating and organizing the implementation of the university's overseas visit plans, and scientifically coordinate overseas visit arrangements in combination with the university's discipline construction, teaching and scientific research needs; undertake the review and approval of materials for personnel sent abroad on official business, strictly review relevant qualifications and standardize the approval process; assist in handling relevant procedures for going abroad and provide full-process guidance and services; do a good job in safety education, foreign affairs etiquette training before going abroad, as well as follow-up management and summary filing after returning to China; at the same time, be responsible for the information management of personnel sent abroad on official business and the handling of return procedures to ensure the closed-loop promotion of overseas visit work.
4. Plan, organize and implement various foreign exchange activities such as teacher-student exchanges and delegation visits with friendly universities at home and abroad, enrich the forms of exchanges and improve the effectiveness of exchanges; be responsible for the planning, application, implementation and whole-process management of Sino-foreign cooperative education projects, strictly abide by relevant policies and regulations, and ensure the quality of education; be responsible for the review, coordination and approval of international conferences, assist the on-campus organizing or undertaking units in doing a good job in meeting preparation, organization and coordination as well as follow-up summary and other related services and management work to ensure the smooth development of international conferences.
5. Coordinate the enrollment and training of international students in China, formulate scientific and reasonable enrollment plans and optimize the enrollment process; specifically be responsible for international student enrollment publicity and planning, review of application materials, issuance of admission notices and other matters to improve the standardization level of enrollment work; carry out the on-campus management and foreign affairs management of international students, and do a good job in daily services, academic guidance, cultural adaptation guidance and other work for international students; be responsible for the teaching guidance of international students and the formulation and revision of foreign affairs management systems, constantly improve the management system and enhance the quality of management services.
6. Undertake the drafting, formulation, review, management and implementation of international cooperation agreements and memorandums, standardize the agreement signing process, track the performance of agreements, and ensure the effective implementation of cooperation matters; be responsible for the management of the dispatch of teachers and students going abroad on official business, coordinate the dispatch plan, do a good job in the selection, training and follow-up management of dispatched personnel, and ensure the orderly development of dispatch work.
7. Complete other tasks assigned by higher authorities and the university, take the initiative to connect with relevant departments, coordinate and promote various foreign affairs work, and ensure the high-quality development of the university's foreign exchange and cooperation work.
